Cela passerait par la cr\u00e9ation d\u2019un d\u00e9partement sp\u00e9cifiquement d\u00e9di\u00e9 au Nation Branding, dot\u00e9 d\u2019un financement garanti afin d\u2019assurer une budg\u00e9tisation fiable au service d\u2019une strat\u00e9gie de long terme.<\/p>\n\n\n\n<p><strong>Ancrer la marque-pays au sein du gouvernement<\/strong><\/p>\n\n\n\n<p>En confiant officiellement la responsabilit\u00e9 de la marque-pays \u00e0 une entit\u00e9 gouvernementale propre, celle-ci serait int\u00e9gr\u00e9e au fonctionnement m\u00eame de l\u2019\u00c9tat, au lieu d\u2019\u00eatre per\u00e7ue comme un simple compl\u00e9ment optionnel, soumis \u00e0 des niveaux variables de supervision et d\u2019engagement de la part des d\u00e9cideurs publics.<\/p>\n\n\n\n<p>Une entit\u00e9 gouvernementale disposant d\u2019un budget garanti rassurerait \u00e9galement les parties prenantes du secteur priv\u00e9 : elle montrerait que la marque-pays b\u00e9n\u00e9ficie du plein soutien du gouvernement et faciliterait ainsi la mise en place de partenariats strat\u00e9giques de long terme.<\/p>\n\n\n\n<p><strong>Assurer la coh\u00e9rence du discours<\/strong><\/p>\n\n\n\n<p>La cr\u00e9ation d\u2019un d\u00e9partement d\u00e9di\u00e9 au Nation Branding garantirait un pilotage clair et coh\u00e9rent de la marque-pays. Elle permettrait d\u2019\u00e9viter la multiplication d\u2019actions et de messages non coordonn\u00e9s, qui survient lorsque diff\u00e9rents minist\u00e8res, directions et agences m\u00e8nent leurs propres initiatives sans concertation. Un d\u00e9partement de Nation Branding, pleinement int\u00e9gr\u00e9 au gouvernement et charg\u00e9 de donner une orientation claire \u00e0 la strat\u00e9gie de marque-pays, serait en mesure d\u2019identifier les synergies possibles et d\u2019aligner cette strat\u00e9gie sur les objectifs politiques plus larges du pays.<\/p>\n\n\n\n<p>La diversit\u00e9 des publics vis\u00e9s par une, marque-pays cr\u00e9e un risque permanent de messages incoh\u00e9rents, mal align\u00e9s ou contradictoires lorsqu\u2019aucun acteur n\u2019en assume clairement la responsabilit\u00e9 strat\u00e9gique. Les publics li\u00e9s au commerce et \u00e0 l\u2019investissement, au tourisme ou \u00e0 l\u2019attraction des talents seront naturellement adress\u00e9s par diff\u00e9rentes entit\u00e9s gouvernementales. Mais ces communications doivent rester guid\u00e9es par les consid\u00e9rations propres \u00e0 la marque-pays. Cet alignement a davantage de chances de se produire lorsqu\u2019un d\u00e9partement de Nation Branding clairement d\u00e9sign\u00e9 existe et entretient un dialogue r\u00e9gulier avec les autres administrations.<\/p>\n\n\n\n<p><strong>D\u00e9velopper une expertise en Nation Branding<\/strong><\/p>\n\n\n\n<p>Un autre avantage de la cr\u00e9ation d\u2019un d\u00e9partement de Nation Branding r\u00e9side dans sa contribution au renforcement des comp\u00e9tences dans ce domaine. Toutefois, cette approche contribue peu au d\u00e9veloppement des capacit\u00e9s internes : ces profils venus du priv\u00e9 se retrouvent dans un environnement o\u00f9 les agents publics n\u2019ont pas n\u00e9cessairement \u00e9t\u00e9 form\u00e9s au Nation Branding. En cr\u00e9ant un d\u00e9partement d\u00e9di\u00e9, le Nation Branding gagnerait en visibilit\u00e9, en l\u00e9gitimit\u00e9 et en compr\u00e9hension au sein de l\u2019administration. Les responsables politiques de haut niveau et leurs conseillers se familiariseraient davantage avec ses concepts et ses d\u00e9fis, tandis que des \u00e9quipes d\u2019agents publics d\u00e9velopperaient une compr\u00e9hension approfondie des \u00e9tapes n\u00e9cessaires pour construire et faire vivre une marque-pays solide.<\/p>\n\n\n\n<p>B\u00e2tir la marque d\u2019une nation est une d\u00e9marche bien plus complexe que b\u00e2tir celle d\u2019un produit, voire d\u2019une multinationale. Un d\u00e9partement de Nation Branding cr\u00e9erait les conditions n\u00e9cessaires pour d\u00e9velopper, au sein de l\u2019administration, une expertise qui ne se limiterait pas aux techniques classiques de marketing et de branding, comme l\u2019\u00e9tude des audiences ou le positionnement de marque. Elle couvrirait aussi des domaines tels que la diplomatie, les relations internationales et le soft power. Faire grandir cette expertise en interne aiderait la marque-pays \u00e0 irriguer l\u2019ensemble de l\u2019action gouvernementale, plut\u00f4t que de laisser cette fonction entre les mains d\u2019agents publics ne disposant pas de bases solides sur le sujet.<\/p>\n\n\n\n<p><strong>G\u00e9rer le risque r\u00e9putationnel et la r\u00e9ponse aux crises<\/strong><\/p>\n\n\n\n<p>Lorsqu\u2019un pays fait face \u00e0 un risque r\u00e9putationnel, un d\u00e9partement d\u00e9di\u00e9 au Nation Branding pourrait prendre la t\u00eate de la gestion de crise et veiller \u00e0 ce que la r\u00e9ponse apport\u00e9e soit coh\u00e9rente avec la marque-pays, mais aussi avec les objectifs politiques plus larges. La r\u00e9ponse du d\u00e9partement de Nation Branding s\u2019appuierait sur ses relations avec les parties prenantes des secteurs public et priv\u00e9, en tenant compte de l\u2019ensemble des publics concern\u00e9s : commerce et investissement, tourisme, attraction des talents, mais aussi opinion publique internationale.<\/p>\n\n\n\n<p><strong>Renforcer l\u2019adh\u00e9sion nationale \u00e0 la marque-pays<\/strong><\/p>\n\n\n\n<p>Enfin, la cr\u00e9ation d\u2019un d\u00e9partement d\u00e9di\u00e9 au Nation Branding enverrait \u00e9galement un signal aux citoyens : la marque-pays constitue un \u00e9l\u00e9ment important de la politique gouvernementale et doit, \u00e0 ce titre, \u00eatre transparente et ouverte au d\u00e9bat. Cela pourrait encourager une plus forte mobilisation nationale autour de la marque-pays, qui risquerait autrement de se concentrer presque exclusivement sur les publics internationaux au d\u00e9triment des citoyens du pays lui-m\u00eame.
