Cette nation, qui brille comme un phare de la coop\u00e9ration internationale, a le statut de coprincipaut\u00e9, son chef d&rsquo;\u00c9tat \u00e9tant partag\u00e9 entre l&rsquo;\u00e9v\u00eaque catalan du dioc\u00e8se de Seo d&rsquo;Urgel et le pr\u00e9sident de la R\u00e9publique fran\u00e7aise. Compte tenu de sa petite taille (468 km2), l&rsquo;Andorre est le pays qui accueille le plus de touristes par habitant dans le monde, avec environ 32 touristes pour chaque Andorran.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Attirer les bonnes personnes en quantit\u00e9 suffisante (d\u00e9fi)<\/strong><\/h4>\n\n\n\n<p>Une initiative publique-priv\u00e9e orient\u00e9e vers les entreprises a \u00e9t\u00e9 lanc\u00e9e pour poursuivre la vision strat\u00e9gique de la marque nationale de l&rsquo;Andorre. Les Andorrans pensaient en effet que la majorit\u00e9 des perceptions internationales du pays conservaient une forte connotation de paradis fiscal &#8211; bien que des efforts consid\u00e9rables aient \u00e9t\u00e9 accomplis en termes de transparence ces derni\u00e8res ann\u00e9es, et que l&rsquo;Andorre ait renonc\u00e9 \u00e0 se mettre en conformit\u00e9 avec d&rsquo;autres r\u00e8gles. Le d\u00e9fi \u00e9tait donc double : comprendre l&rsquo;image r\u00e9elle de l&rsquo;Andorre et d\u00e9terminer si les perceptions de paradis fiscal \u00e9taient exactes ou non, puis d\u00e9finir une strat\u00e9gie de marque nationale qui corresponde \u00e0 ses int\u00e9r\u00eats. Il y avait un d\u00e9fi suppl\u00e9mentaire \u00e0 relever en raison des terres et des ressources limit\u00e9es dont dispose l&rsquo;Andorre, alors que nous commen\u00e7ons \u00e0 parler de l&rsquo;attrait et de l&rsquo;attraction des talents et de l&rsquo;investissement \u00e9tranger direct.&nbsp;<\/p>\n\n\n\n<p>Bloom Consulting a \u00e9t\u00e9 s\u00e9lectionn\u00e9 pour diriger le projet entre 2018 et 2019. Charg\u00e9 d&rsquo;\u00e9laborer la strat\u00e9gie de la marque nationale d&rsquo;Andorre, Bloom s&rsquo;est vu confier l&rsquo;objectif de planifier et d&rsquo;encourager avec succ\u00e8s l&rsquo;engagement international tout en comprenant la situation nationale et les perceptions internationales.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Par o\u00f9 commencer ? Bloom a r\u00e9solument d\u00e9fini trois phases dans son approche du processus de la marque nationale de l&rsquo;Andorre : l&rsquo;\u00e9valuation de la marque nationale, la strat\u00e9gie de la marque nationale et le plan d&rsquo;activation de la marque nationale.&nbsp;<\/p>\n\n\n\n<p><em>\u00ab\u00a0La chose la plus importante est de comprendre que lorsque nous parlons d&rsquo;une marque nationale, nous parlons d&rsquo;\u00e9motions. Dans le cas de l&rsquo;Andorre, nous avons donc essay\u00e9 de comprendre quelle est cette \u00e9motion, le sentiment qui nous vient \u00e0 l&rsquo;esprit\u00a0\u00bb &#8211; Gonzalo Vilar, directeur strat\u00e9gique de Bloom Consulting.&nbsp;<\/em>&nbsp;<\/p>\n\n\n\n<p><em>Bloom a mis en \u00e9vidence deux points principaux d&rsquo;action qui seraient n\u00e9cessaires pour r\u00e9ussir : faire savoir aux Andorrans que les perceptions internationales de leur nation n&rsquo;\u00e9taient pas aussi mauvaises qu&rsquo;ils le pensaient, et trouver un moyen de positionner l&rsquo;Andorre avec les outils qu&rsquo;ils avaient d\u00e9j\u00e0 dans leur arsenal.<\/em>&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Comment y parvenir ? L&rsquo;\u00e9quipe de Bloom Consulting a men\u00e9 une enqu\u00eate internationale et analys\u00e9 les r\u00e9sultats obtenus gr\u00e2ce \u00e0 notre logiciel propri\u00e9taire, <a href=\"https:\/\/d2analytics.io\/products\/d2-digital-demand\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Digital Demand &#8211; D2\u00a9<\/strong><\/a>, qui nous a fourni deux ann\u00e9es de recherches en ligne dans lesquelles nous avons mesur\u00e9 l&rsquo;Andorre par rapport \u00e0 quatre concurrents pour une analyse comparative.&nbsp;<\/p>\n\n\n\n<p>Comme nous pouvons le voir ci-dessous, une grande partie des r\u00e9pondants internationaux ont une perception relativement positive du pays, m\u00eame si elle est moins bonne que celle de ses concurrents, peut-\u00eatre plus connus \u00e0 l&rsquo;\u00e9chelle mondiale. Une analyse plus approfondie nous a permis de conclure que les perceptions recueillies correspondaient \u00e0 la r\u00e9alit\u00e9 (ou \u00e0 la situation r\u00e9elle) de l&rsquo;Andorre. Il n&rsquo;\u00e9tait donc pas prioritaire d&rsquo;am\u00e9liorer l&rsquo;attractivit\u00e9 de la marque nationale de l&rsquo;Andorre aupr\u00e8s d&rsquo;un nombre d\u00e9j\u00e0 important de personnes d\u00e9sireuses de visiter le pays, d&rsquo;y vivre ou d&rsquo;y faire des affaires. Pour rappeler ce qui a \u00e9t\u00e9 dit plus haut, il n&rsquo;y a pas beaucoup de terres en Andorre et attirer des masses de touristes de passage ou de talents n&rsquo;\u00e9tait en aucun cas la ligne de conduite \u00e0 suivre. Bloom Consulting a recommand\u00e9 \u00e0 l&rsquo;Andorre de se concentrer sur le public qui la conna\u00eet le mieux et qui appr\u00e9cie vraiment ses atouts.
