{"id":8015,"date":"2024-02-16T11:46:05","date_gmt":"2024-02-16T11:46:05","guid":{"rendered":"https:\/\/www.bloom-consulting.com\/journal\/?p=8015"},"modified":"2024-02-16T12:01:10","modified_gmt":"2024-02-16T12:01:10","slug":"une-nouvelle-marque-nationale-est-nee","status":"publish","type":"post","link":"https:\/\/www.bloom-consulting.com\/journal\/fr\/une-nouvelle-marque-nationale-est-nee\/","title":{"rendered":"Une nouvelle marque nationale est n\u00e9e!"},"content":{"rendered":"\n<p>Nous sommes au d\u00e9but du mois de mars 2022, deux semaines apr\u00e8s l&rsquo;invasion de <a href=\"https:\/\/en.wikipedia.org\/wiki\/Ukraine\">l&rsquo;Ukraine<\/a> par la Russie. \u00ab\u00a0Le monde regarde\u00a0\u00bb, disent les m\u00e9dias, et pour une bonne partie du monde, c&rsquo;est tout ce qu&rsquo;il fait.<\/p>\n\n\n\n<p>Pour beaucoup, le choc vient de cette guerre qui se d\u00e9veloppe sur le sol europ\u00e9en, oubliant apparemment les trag\u00e9dies des ann\u00e9es 1990 dans les Balkans ou la Seconde Guerre mondiale. Pour certains, c&rsquo;est l&rsquo;occasion de marquer des valeurs, de (r\u00e9)agir symboliquement ou sur le fond. Pour tous, il faut comprendre que ces p\u00e9riodes charg\u00e9es d&rsquo;\u00e9motions renforcent nos liens avec les marques de pays, nos perceptions \u00e0 leur \u00e9gard et nos r\u00e9actions en tant que \u00ab\u00a0consommateurs\u00a0\u00bb.<\/p>\n\n\n\n<p>L&rsquo;europ\u00e9anit\u00e9 est souvent consid\u00e9r\u00e9e comme la raison de l&rsquo;influence de l&rsquo;Europe dans le monde, c&rsquo;est-\u00e0-dire les valeurs politiques, \u00e9conomiques et sociales partag\u00e9es par les Europ\u00e9ens. Ces valeurs communes fa\u00e7onnent les r\u00e9ponses aux probl\u00e8mes et diff\u00e9rencient (soi-disant) l&rsquo;Europe &#8211; ou sa marque \u00ab\u00a0R\u00e9gion\u00a0\u00bb &#8211; du reste du monde.<\/p>\n\n\n\n<p>L&rsquo;invasion russe de l&rsquo;Ukraine remet en question le sens m\u00eame de l&rsquo;europ\u00e9anit\u00e9 et la capacit\u00e9 de cette id\u00e9e \u00e0 r\u00e9sister aux divisions et \u00e0 la polarit\u00e9 qui r\u00e9sultent du fait de ne plus partager les m\u00eames valeurs. Elles red\u00e9finissent notre compr\u00e9hension de la dichotomie Ouest-Est, m\u00eame si la question devrait \u00e9galement \u00eatre de savoir si la division est binaire.<\/p>\n\n\n\n<p>Lorsque cette crise s&rsquo;apaisera et que les armes seront d\u00e9pos\u00e9es, on peut s&rsquo;attendre \u00e0 ce que la Russie (re)commence un long processus de repositionnement dans le monde. Il n&rsquo;en va pas de m\u00eame pour l&rsquo;Ukraine. Pour le monde et m\u00eame pour l&rsquo;Europe, l&rsquo;Ukraine en tant que pays et en tant que nation \u00e9tait largement inconnue. Au d\u00e9but du mois de mars 2022, cela a chang\u00e9. Nous avons \u00e9t\u00e9 t\u00e9moins d&rsquo;histoires de r\u00e9silience, de bravoure, de d\u00e9termination et de tact sans pr\u00e9c\u00e9dent.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0);color:#7030a0\" class=\"has-inline-color\">\u201cSoudain, l&rsquo;Ukraine a construit une marque nationale sans le savoir, si forte que les attributs qu&rsquo;elle repr\u00e9sente et pour lesquels elle est connue la positionneront probablement comme une marque que l&rsquo;Europe veut, ou plut\u00f4t dont elle a besoin, sous son parapluie. C&rsquo;est ainsi que les marques nationales se construisent en fin de compte.\u201d<\/mark><\/h1>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><strong><strong>L&rsquo;image de marque territoriale en situation d&rsquo;apr\u00e8s-conflit<\/strong><\/strong><\/strong><\/h4>\n\n\n\n<p>Les pays, les r\u00e9gions et les villes dont l&rsquo;\u00e9conomie est stable et qui traversent une p\u00e9riode de paix, tout comme ceux qui connaissent des changements consid\u00e9rables, s&rsquo;efforcent de s&rsquo;adapter et, en fin de compte, de g\u00e9rer leur r\u00e9putation internationale<a href=\"https:\/\/www.bloom-consulting.com\/journal\/the-challenges-of-nation-branding\/\">. L&rsquo;image de marque d&rsquo;une nation<\/a> ou d&rsquo;une ville va toutefois bien au-del\u00e0 de la promotion, des relations publiques et du management d&rsquo;une identit\u00e9. Il s&rsquo;agit d&rsquo;un processus complexe qui englobe les infrastructures et leurs lacunes, les h\u00e9ros nationaux et les r\u00e9serves de p\u00e9trole, tout autant que l&rsquo;hospitalit\u00e9 des gens ou le patrimoine b\u00e2ti m\u00e9di\u00e9val. La marque d&rsquo;un pays comprend un ensemble d&rsquo;associations, avec une relation sans doute r\u00e9ciproque avec la r\u00e9putation et la perception du pays.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0);color:#7030a0\" class=\"has-inline-color\">\u00ab\u00a0L&rsquo;image de marque de l&rsquo;Europe en tant que r\u00e9gion a acquis une raison d&rsquo;\u00eatre et une coh\u00e9sion, non pas par vertu mais plut\u00f4t par n\u00e9cessit\u00e9. L&rsquo;image de marque de l&rsquo;Ukraine a \u00e9t\u00e9 construite en une semaine, tandis que celle de la Russie a malheureusement \u00e9t\u00e9 presque d\u00e9truite en un jour (l&rsquo;avenir nous le dira), et ce pour les pires raisons qui soient.\u00a0\u00bb<\/mark><\/h1>\n\n\n\n<p>Dans la <a href=\"https:\/\/www.bloom-consulting.com\/journal\/fundamentals-of-managing-nation-and-place-brands-during-times-of-crisis\/\">crise<\/a> de l&rsquo;invasion russe en Ukraine, l&rsquo;implication militaire des pays europ\u00e9ens et du reste du monde comporte de nombreux dangers. Cependant, si des mesures appropri\u00e9es, suffisantes ou rapides ne sont pas prises, comment cela affectera-t-il les images organiques que nous construisons des pays au quotidien &#8211; ces m\u00eames images organiques qui peuvent \u00eatre un atout ou un fardeau pour les initiatives strat\u00e9giques de Nation Branding?<\/p>\n\n\n\n<p>Quelles seront les cons\u00e9quences pour l&rsquo;Ukraine et la Russie ? Les strat\u00e9gies d&rsquo;image de marque du \u00ab\u00a0premier monde\u00a0\u00bb \u00e9chouent souvent lorsqu&rsquo;elles sont mises en \u0153uvre dans un environnement post-conflit. Ce dernier est charg\u00e9 d&rsquo;\u00e9motion, on panse les plaies du pass\u00e9, on compte les victimes, on construit des abris.<\/p>\n\n\n\n<p>Au milieu du chaos, un environnement post-conflit doit (re)n\u00e9gocier un sentiment d&rsquo;appartenance, avec ses r\u00e9sidents, mais aussi au niveau r\u00e9gional. Cela implique souvent une combinaison de relations publiques, de diplomatie publique et, oui&#8230; de strat\u00e9gies de marketing.<\/p>\n\n\n\n<p>La Russie devra repenser sa position et sa r\u00e9putation \u00e0 l&rsquo;avenir, qu&rsquo;elle le reconnaisse ou non et de quelle mani\u00e8re. Son bassin d&rsquo;association est domin\u00e9 par la marque d&rsquo;une personne et les actions qu&rsquo;elle a men\u00e9es dans les jours qui ont suivi ont un pouvoir sans pr\u00e9c\u00e9dent pour modifier le r\u00e9cit. Comment ce conflit affectera-t-il la perception du peuple russe et comment celui-ci (re)n\u00e9gociera-t-il la relation avec son pays?<\/p>\n\n\n\n<p>Pour le reste du monde, les diff\u00e9rents niveaux d&rsquo;implication dans le conflit dicteront l&rsquo;\u00e9volution de nos perceptions.
