Mais qu&rsquo;est-ce qui diff\u00e9rencie ces concepts ? Sont-ils tous deux li\u00e9s \u00e0 la culture et \u00e0 l&rsquo;id\u00e9ologie d&rsquo;une nation ? L&rsquo;un est-il plus pertinent que l\u2019autre ? Explorons les diff\u00e9rences et les interconnexions entre les deux.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><strong><strong><strong><strong>Soft power &#8211; influence par la culture, la politique et la diplomatie<\/strong><\/strong><\/strong><\/strong><\/strong><\/h4>\n\n\n\n<p>Le soft power est une forme intangible d&rsquo;influence, qui fa\u00e7onne les attitudes et les pr\u00e9f\u00e9rences d&rsquo;autres pays et acteurs \u00e0 l&rsquo;\u00e9gard d&rsquo;une nation. En recourant \u00e0 la persuasion plut\u00f4t qu&rsquo;\u00e0 la coercition, il peut entra\u00eener des changements de comportement. Il est important de noter que le soft power, contrairement au hard power, tel que l&rsquo;action militaire, n&rsquo;est jamais une question de force. Il ne s&rsquo;agit pas de pousser un autre pays \u00e0 op\u00e9rer un changement, mais plut\u00f4t de l&rsquo;inspirer \u00e0 cr\u00e9er son propre changement.<\/p>\n\n\n\n<p>Au XXIe si\u00e8cle, le sentiment mondial favorise la puissance douce par rapport \u00e0 la puissance dure.<\/p>\n\n\n\n<p>Les principaux moyens d&rsquo;expression du soft power sont la culture (entendue au sens large comme les valeurs et les pratiques d&rsquo;une soci\u00e9t\u00e9), la politique \u00e9trang\u00e8re et les valeurs politiques. Il n&rsquo;est pas \u00e9tabli par les tentatives et les actions strat\u00e9giques d\u00e9lib\u00e9r\u00e9es d&rsquo;un gouvernement et d&rsquo;un secteur public, mais il est plut\u00f4t le r\u00e9sultat des actions, des politiques et des valeurs du pays et de sa soci\u00e9t\u00e9.<\/p>\n\n\n\n<p>Pour que la puissance douce puisse exercer une influence, elle doit offrir un avantage \u00e0 l&rsquo;autre partie.<\/p>\n\n\n\n<p>Les syst\u00e8mes de protection sociale des pays nordiques comme la <a href=\"https:\/\/www.bloom-consulting.com\/journal\/finland-playing-the-long-game\/\">Finlande<\/a>, la gastronomie fran\u00e7aise, la famille royale britannique, les films hollywoodiens et les \u00e9missions de t\u00e9l\u00e9vision am\u00e9ricaines sont autant d&rsquo;exemples de soft power.<\/p>\n\n\n\n<p>En raison de sa nature impr\u00e9visible, le soft power n&rsquo;est g\u00e9n\u00e9ralement pas coordonn\u00e9, mais il peut \u00eatre identifi\u00e9 et adopt\u00e9 par les acteurs gouvernementaux et utilis\u00e9 pour renforcer l&rsquo;efficacit\u00e9 de l&rsquo;image de marque d&rsquo;une nation. La Fondation du Japon, par exemple, a \u00e9t\u00e9 cr\u00e9\u00e9e en 1972 pour favoriser les liens culturels et l&rsquo;amiti\u00e9 entre le Japon et le reste du monde par le biais de programmes d&rsquo;\u00e9changes culturels.<\/p>\n\n\n\n<p>La compr\u00e9hension contemporaine du soft power est fortement influenc\u00e9e par le politologue Joseph Nye qui a popularis\u00e9 le concept dans les ann\u00e9es 1980.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><strong><strong><strong><strong>Nation Branding &#8211; effort strat\u00e9gique proactif pour stimuler le d\u00e9veloppement \u00e9conomique<\/strong><\/strong><\/strong><\/strong><\/strong><p class=\"MsoNormal\" style=\"margin: 12pt 0cm; line-height: normal; font-size: 11pt; font-family: Arial, sans-serif; font-weight: 400; white-space-collapse: collapse;\"><span lang=\"EN-GB\" style=\"font-size: 12pt; font-family: &quot;Times New Roman&quot;, serif; color: rgb(34, 34, 34); background: yellow;\"><\/span><\/p><\/h4>\n\n\n\n<p><a href=\"https:\/\/www.bloom-consulting.com\/journal\/what-is-nation-branding\/\">L&rsquo;image de marque d&rsquo;un pays<\/a> est une tentative d\u00e9lib\u00e9r\u00e9e de construire et de conserver des perceptions positives d&rsquo;un pays. Il s&rsquo;agit d&rsquo;un ensemble d&rsquo;actions strat\u00e9giques et cibl\u00e9es destin\u00e9es \u00e0 faire conna\u00eetre les valeurs, les ressources et les caract\u00e9ristiques d&rsquo;un pays, y compris ses atouts en mati\u00e8re de \u00ab\u00a0soft power\u00a0\u00bb.&nbsp;<\/p>\n\n\n\n<p>En tant que processus intentionnel, l&rsquo;image de marque d&rsquo;une nation repose sur des activit\u00e9s telles que les initiatives de diplomatie publique et culturelle, les relations avec les m\u00e9dias et la gestion d&rsquo;une <a href=\"https:\/\/www.bloom-consulting.com\/journal\/category\/digital_identity\/\">identit\u00e9 num\u00e9rique<\/a> ou d&rsquo;une r\u00e9putation en ligne. Elle peut certainement b\u00e9n\u00e9ficier d&rsquo;une puissance douce forte.<\/p>\n\n\n\n<p>Au c\u0153ur d&rsquo;une marque nationale &#8211; le r\u00e9sultat des efforts de Nation Branding &#8211; se trouve son <a href=\"https:\/\/www.bloom-consulting.com\/journal\/the-central-idea-key-to-every-successful-place-brand-strategy\/\">id\u00e9e centrale<\/a> : le sentiment positif ou l&rsquo;\u00e9motion que les gens veulent ressentir lorsqu&rsquo;ils entrent en contact avec le lieu sous une forme ou une autre. Ni l&rsquo;une ni l&rsquo;autre ne sont des constructions artificielles, mais l&rsquo;image de marque d&rsquo;une nation est g\u00e9n\u00e9ralement cultiv\u00e9e, tandis que le pouvoir d&rsquo;influence se d\u00e9veloppe de mani\u00e8re organique. En fait, l&rsquo;image de marque d&rsquo;une nation peut constituer un cadre d&rsquo;orientation pour les relations internationales plus larges du pays.
