Brilhante como farol da coopera\u00e7\u00e3o internacional, a na\u00e7\u00e3o det\u00e9m o estatuto de co-principalidade com o seu chefe de Estado sendo partilhada entre o Bispo catal\u00e3o da Diocese de Seo d&#8217;Urgel e o Presidente da Rep\u00fablica Francesa. No entanto, Andorra mant\u00e9m um Parlamento independente e faz parte das Na\u00e7\u00f5es Unidas e do Conselho Europeu.<\/p>\n\n\n\n<p>Tendo em conta a atratividade e apelo de Andorra em termos de ranking tur\u00edstico, o pa\u00eds foi posicionado entre os 30 Melhores Europeus na \u00faltima edi\u00e7\u00e3o do&nbsp;<strong><a href=\"https:\/\/www.bloom-consulting.com\/en\/country-brand-ranking\">Bloom Consulting Country Brand Ranking<\/a>&nbsp;<\/strong>(2022 | 2023). Dada a pequena dimens\u00e3o de Andorra (468 km quadrados), \u00e9 o pa\u00eds com mais turistas per capita a n\u00edvel mundial, com aproximadamente 32 turistas para cada andorrano.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><strong>Atrair a quantidade certa de pessoas certas (Desafio)<\/strong><\/strong><\/h4>\n\n\n\n<p>Uma iniciativa p\u00fablico-privada orientada para as empresas foi orientada para a prossecu\u00e7\u00e3o da vis\u00e3o estrat\u00e9gica para a Marca Pa\u00eds de Andorra. Estava correto, como era pensado pelos andorranos que a maioria das perce\u00e7\u00f5es internacionais do pa\u00eds ainda tinha fortes conota\u00e7\u00f5es de Andorra como um para\u00edso fiscal &#8211; embora muito trabalho tenha sido feito em termos da sua transpar\u00eancia nos \u00faltimos anos, obtendo cumplicidades de outro modo perdoadas. O desafio era assim duplo: compreender a imagem real de Andorra e determinar se as perce\u00e7\u00f5es dos para\u00edsos fiscais eram precisas ou n\u00e3o, e depois definir uma estrat\u00e9gia de Marca Pa\u00eds que se adequasse aos seus interesses. Existia uma camada adicional de desafio sendo a terra e os recursos limitados \u00e0 disposi\u00e7\u00e3o de Andorra \u00e0 medida que come\u00e7amos a discutir o apelo e a atra\u00e7\u00e3o de talento e o Investimento Direto Estrangeiro.<\/p>\n\n\n\n<p>A Bloom Consulting foi selecionada para liderar o projeto durante os anos de 2018 a 2019. Encarregada de desenvolver a estrat\u00e9gia da Marca Pa\u00eds de Andorra, a Bloom foi apresentada com o objetivo de planear com sucesso e encorajar o envolvimento internacional, compreendendo ao mesmo tempo a situa\u00e7\u00e3o nacional e as perce\u00e7\u00f5es internacionais.<\/p>\n\n\n\n<p>Por onde come\u00e7ar? Bloom delineou decisivamente tr\u00eas fases na nossa abordagem do processo de Marca da Na\u00e7\u00e3o de Andorra; Avalia\u00e7\u00e3o da Marca Pa\u00eds, Estrat\u00e9gia da Marca Pa\u00eds, e Plano de Ativa\u00e7\u00e3o da Marca Pa\u00eds.<\/p>\n\n\n\n<p><em>&#8220;O mais importante \u00e9 compreender que quando falamos de uma Marca Pa\u00eds, falamos de emo\u00e7\u00f5es. Assim, no caso de Andorra, tentamos compreender o que \u00e9 essa emo\u00e7\u00e3o, o sentimento que nos vem \u00e0 mente&#8221; &#8211; Gonzalo Vilar, Diretor Estrat\u00e9gico da Bloom Consulting.&nbsp;<\/em><\/p>\n\n\n\n<p>A Bloom descobriu dois pontos principais de a\u00e7\u00f5es que seriam necess\u00e1rias para o sucesso; fazer saber aos andorranos que as perce\u00e7\u00f5es internacionais da sua na\u00e7\u00e3o n\u00e3o eram t\u00e3o m\u00e1s como eles pensavam, e segundo seria encontrar uma forma de posicionar Andorra com as ferramentas que j\u00e1 tinham no seu arsenal.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><strong>Como chegar l\u00e1? (Estrat\u00e9gia)<\/strong><\/strong><\/h4>\n\n\n\n<p><em>&#8220;Esta fase \u00e9 essencial para compreender onde nos devemos concentrar e centralizar os esfor\u00e7os para melhorar a imagem de Andorra&#8221; &#8211; Jos\u00e9 Filipe Torres, CEO e fundador da Bloom Consulting.<\/em><\/p>\n\n\n\n<p>A Bloom realizou uma pesquisa aprofundada sobre a atratividade da Marca Pa\u00eds de Andorra como um lugar a visitar, investir, trabalhar e estudar. A equipa da Bloom Consulting realizou um inqu\u00e9rito internacional, bem como analisou os resultados obtidos atrav\u00e9s do nosso software propriet\u00e1rio,&nbsp;<strong><a href=\"https:\/\/www.d2digitaldemand.com\/\">Digital Demand \u2013 D2\u00a9<\/a><\/strong>, fornecendo-nos dois anos de pesquisas online em que medimos Andorra contra quatro concorrentes para uma an\u00e1lise de refer\u00eancia.<\/p>\n\n\n\n<p>Como podemos ver abaixo, uma grande parte dos inquiridos internacionais teve perce\u00e7\u00f5es relativamente positivas do pa\u00eds, embora menos do que as dos seus concorrentes de refer\u00eancia, talvez mais conhecidos a n\u00edvel mundial. Ap\u00f3s uma an\u00e1lise mais aprofundada, pudemos concluir que as perce\u00e7\u00f5es recolhidas estavam alinhadas com a realidade (ou situa\u00e7\u00e3o real) de Andorra. Como tal, n\u00e3o era uma prioridade melhorar a atratividade da Marca Pa\u00eds de Andorra com um n\u00famero j\u00e1 significativo de pessoas interessadas em visitar, viver, ou fazer neg\u00f3cios l\u00e1. Para reiterar o que foi mencionado acima, n\u00e3o h\u00e1 tanta terra em Andorra e atrair multid\u00f5es de turistas transit\u00f3rios ou talentos n\u00e3o era, de forma alguma, o curso de a\u00e7\u00e3o. A Bloom Consulting recomendou que Andorra se concentrasse na audi\u00eancia que a conhece melhor e valoriza verdadeiramente os seus bens. A Ideia Central deveria vir da ess\u00eancia e prop\u00f3sito de uma na\u00e7\u00e3o, uma emo\u00e7\u00e3o que pode ser sentida sem ser dita. Para encontrar este maestro enigm\u00e1tico, a Bloom Consulting realizou workshops com intervenientes nacionais relevantes para identificar tr\u00eas pilares potenciais que apoiariam a Ideia Central. Os tr\u00eas conceitos foram testados entre o p\u00fablico local e internacional atrav\u00e9s da utiliza\u00e7\u00e3o de ferramentas digitais fornecidas pela equipa da Bloom.<\/p>\n\n\n\n<p><em><em>Qual destes conceitos teve o melhor desempenho em termos de singularidade, relev\u00e2ncia, veracidade e aceita\u00e7\u00e3o?<\/em><\/em><\/p>\n\n\n\n<p>A Ideia Central foi decidida, Equil\u00edbrio. J\u00e1 existia um certo equil\u00edbrio e nivelamento dos andorranos que d\u00e3o prioridade \u00e0 natureza, sa\u00fade e bem-estar, enquanto a comunidade internacional v\u00ea a na\u00e7\u00e3o como amig\u00e1vel, pac\u00edfica, e aberta \u00e0s rela\u00e7\u00f5es e coopera\u00e7\u00e3o internacionais. Andorra n\u00e3o tem ex\u00e9rcito, embora n\u00e3o registe conflitos, e mant\u00e9m um dos melhores sistemas p\u00fablicos de sa\u00fade do mundo (fonte: The Lancet Report). O seu compromisso com a natureza e a preserva\u00e7\u00e3o natural confere-lhes um ar mensuravelmente limpo e claro, ideal para desportos de alto desempenho como o ciclismo, a escalada de montanha e o esqui.<\/p>\n\n\n\n<p>Esta ideia central engloba todos os atributos relevantes para os tr\u00eas p\u00fablicos-alvo da Marca Nacional; turistas que desejam experi\u00eancias que promovam o bem-estar, investidores que procuram o equil\u00edbrio entre progresso ambiental e empresarial, e talentos que d\u00e3o prioridade ao equil\u00edbrio entre trabalho e vida pessoal.<\/p>\n\n\n\n<p>Para refor\u00e7ar a Ideia Central recentemente definida, a nossa equipa trabalhou para compreender melhor os comportamentos que caracterizam Andorra e o seu povo. Isto \u00e9 feito alinhando as perce\u00e7\u00f5es com a nova realidade do pa\u00eds atrav\u00e9s de a\u00e7\u00f5es, atividades, pol\u00edticas e marketing, obtendo uma melhor compreens\u00e3o do que significa ser andorrano.&nbsp;<\/p>\n\n\n\n<p>Em consequ\u00eancia da COVID-19, mas mais <a>otimamente<\/a> resultante do desenvolvimento da Marca Pa\u00eds de Andorra, houve um salto nos pedidos para viver em Andorra de 60% (fonte:&nbsp;<strong><a href=\"https:\/\/www.eleconomista.es\/economia\/noticias\/10743106\/08\/20\/La-fiscalidad-y-el-virus-elevan-un-60-las-solicitudes-para-vivir-en-Andorra.html\">El Economista<\/a><\/strong>). Com uma forte tend\u00eancia moment\u00e2nea para os habitantes urbanos tornarem a mudan\u00e7a num lugar mais remoto com uma melhor qualidade de vida (e o fasc\u00ednio de impostos mais baixos), n\u00e3o deve surpreender que Andorra esteja no topo da lista enquanto que, de outra forma, as cidades populares est\u00e3o praticamente encerradas devido \u00e0 pandemia. O que podemos concluir?
