In Autumn 2022, Bloom Consulting was commissioned by Soudah Development to undertake a significant and complex project: developing the Place Branding strategy for Soudah, a high-potential mountain region in Saudi Arabia. The primary objective was to define and position Soudah as a premier, year-round luxury mountain destination, transforming the area known as Rijal Almaa, which possessed a master plan for facilities but lacked a cohesive marketing and brand strategy.

Bloom Consulting conducted an extensive situational analysis to understand current perceptions, benchmark international luxury mountain destinations (like St. Moritz), and address the critical challenge of defining “luxury” within the specific cultural and geographical context of Soudah. The objective was to attract a target of 2 million visitors annually by 2030 (initially focusing on the domestic Saudi market), and leverage the region's unique cooler summer climate to extend seasonality beyond traditional mountain tourism models.

Insights revealed Soudah's unique selling points: its dramatic mountain landscapes, the ever-present clouds, unique cultural heritage (such as the Flowermen tradition), and potential for invigorating nature and adventure experiences. Defining luxury required a bespoke approach; Bloom Consulting developed the proprietary Luxury Mountain Assessment Criteria (LMAC), outlining nine core elements essential for establishing Soudah's high-end positioning, covering aspects from flagship hotels and transport (The Journey) to exclusive dining (Indulgence) and cultural authenticity (Identity).

Based on these insights and the LMAC framework, Bloom Consulting developed the Soudah Destination Brand Strategy. At its heart lies the Central Idea: “Enchanting”, underpinned by behaviours of being Exclusive, Restorative, and Authentic. This narrative guides the development of a clear product portfolio focusing on mountains, nature, adventure, culture, and heritage experiences designed to resonate with luxury audiences. A phased distribution strategy, initially targeting exclusive high-end trade partners, and a nuanced influencer strategy focusing on building anticipation were key components.

To ensure strategic alignment and successful activation, Bloom Consulting devised a comprehensive 9-step implementation roadmap, including concepts for a Destination Management Organisation (DMO) governance structure and a Soudah Destination Academy for brand ambassadorship training. The final Marketing and Implementation Plan detailed 56 specific projects across foundational, growth, and consolidation phases, structured across the four quadrants of the Bloom Consulting SpiderBrand© methodology: Marketing, Digital Identity, Stakeholder Engagement, and Actions/Activities/Policies, providing Soudah Development with a clear path to realising its vision.
